Oh wow, I really like this dragon's design, it's quite similar to the way I imagine dragons in my head 
The head is really well done and the necklace is a nice touch, although I feel like it's too bright (it steals attention away from the dragon's head). The tail looks pretty empty too, I feel like it could use some fins or spikes at the end.
Also, the hair is pretty cool and looks quite natural for a hair on a reptile, well done!
